•         Le Congrès National permet aux citoyens de s'informer directement des diverses affaires d'intérêt national, de soulever des problèmes et de soumettre des vœux aux autorités de l'Etat en vue d'une solution.

•         Les citoyens khmers des deux sexes ont le droit de participer au Congrès National.

•         Le Congrès National se réunit une fois par an, au début du mois de décembre sur convocation du Premier Ministre.

•         Le Congrès National se déroule sous la haute présidence du Roi.

• Article 149. nouveau
•         Le Congrès National adopte des vœux à être soumis au Sénat, à l'Assemblée Nationale et aux autorités de l'Etat pour considération.

•         L'organisation et le fonctionnement du Congrès National sont stipulés par une loi.
